1.1 This practice provides recommended procedures for sampling synthetic turf fiber and finished fabric in a manufacturing location for further testing to identify and quantify per- and polyfluoroalkyl substances (collectively hereafter referred to as PFAS) in synthetic turf fiber and fabric.

1.2 This practice emphasizes the need for a project plan describing the purpose for doing the testing and the anticipated quantification levels. Communication of the purpose for testing from the requestors to the testing lab is needed to assure appropriate test methods are utilized to provide desired results.

1.3 Total Fluorine (TF), as an indicator of the potential presence of PFAS is measured using Combustion Ion Chromatography (CIC) quantifying total fluorine to the ppm level. TF measures fluorine from PFAS as well as fluorine in the sample from inorganic fluorides and organic fluorine compounds not classified as PFAS.

1.4 Extractable Organic Fluorine (EOF), as an indicator of the potential presence of PFAS involves extraction of the solid turf fiber or finished turf fabric sample with an appropriate solvent. Combustion Ion Chromatography is a common method for quantifying the extracted fluorine. EOF only measures the fluorine containing organic compounds that are soluble in the extracting solvent so it may underestimate the fluorine content.

1.5 The concentration of specific targeted PFAS is determined utilizing liquid chromatography/mass spectrometry/mass spectrometry (LC/MS/MS) and isotope dilution analysis. Concentrations are reported in the ppb level.

1.6 Units—The values stated in SI units are to be regarded as the standard. No other units of measurement are included in this standard.

1.7 This standard does not purport to address all of the safety concerns, if any, associated with its use. It is the responsibility of the user of this standard to establish appropriate safety, health, and environmental practices and determine the applicability of regulatory limitations prior to use.

1.8 This international standard was developed in accordance with internationally recognized principles on standardization established in the Decision on Principles for the Development of International Standards, Guides and Recommendations issued by the World Trade Organization Technical Barriers to Trade (TBT) Committee.

5.1 The goals of the turf testing will determine the proper analytical method to obtain the needed results. The possible goals include:

5.1.1 Compliance with restrictions on turf products that potentially contain PFAS.

Note 1: Authorities may have maximum threshold limits for specific PFAS or PFAS proxies.

5.1.2 Complying with limits on extractable PFAS.

5.1.3 Compliance with restrictions on targeted PFAS.

5.1.4 Manufacturer testing for PFAS in raw materials to assure the manufacturer that PFAS containing materials are not being introduced into their products.

5.2 This practice is intended for testing synthetic turf fiber and finished turf fabric at the fiber or turf manufacturing location. Testing at the manufacturing location allows the producer to show compliance with the test program goals. Any handling, installing or use of the synthetic turf product after it leaves the factory has the potential of introducing PFAS into the turf surface.

Note 2: There is potential for PFAS contamination for synthetic turf not sampled according to this standard practice. Possible sources of contamination are to be considered when reviewing testing results for turf fiber or fabric not sampled according to this standard practice.
