1.1 The intention of this guide is to inform and provide guidance to relevant industry stakeholders about the industry requirements for voluntary spaceflight safety information sharing processes (VSS-ISP).

1.2 The requirements pertain to the voluntary submission, databasing, and sharing of safety-related information, as well as the use of this processed information to identify, analyze, and disseminate safety issues proactively. This information serves as the basis for advisory and compliance documents such as, but not limited to, Federal Aviation Administration Advisory Circular (AC) guidance, standardized service bulletins (SBs), insurance policies, and other materials intended to enhance safety by addressing issues that affect commercial space flight.

1.3 This guide outlines the industry requirements and provides an example of a VSS-ISP process, reflecting a consensus on the necessary steps for designing, developing, and implementing VSS-ISP programs. These programs aim to detect risks and address safety issues before they lead to accidents, incidents or mishaps. The guide directs the creation of future standardized protocols for processing voluntarily submitted safety data, which includes removing identifying information, consolidating the data through distributed databases, and making it accessible to relevant stakeholders for analysis and recommendations such as safety alerts and advisory circulars.

1.3.1 In this guide, key components of safety data, the set of functional requirements for archiving, and database development are also defined.

1.4 The requirements and their related processes described in this guide are to include the development of standardized protocols for voluntarily entered safety data, aggregation through, for example, a distributed database, and accessibility to appropriate industry stakeholders.

1.5 The intention of this guide is to define the components of the safety data to be reported, the taxonomies of the possible reporters, data identification or de-identification levels, the reporting levels and the set of functional requirements for the dissemination, use, and archiving and database development with a generic candidate system to illustrate a viable process.

1.6 This document is an ASTM guide standard. ASTM International defines guide standards as providers of different instructions but does not recommend a specific course of action. Depending on individual circumstances, the user is then capable of selecting the best option based on instructions.

1.7 This standard does not purport to address all of the safety concerns, if any, associated with its use. It is the responsibility of the user of this standard to establish appropriate safety, health, and environmental practices and determine the applicability of regulatory limitations prior to use.

1.8 This international standard was developed in accordance with internationally recognized principles on standardization established in the Decision on Principles for the Development of International Standards, Guides and Recommendations issued by the World Trade Organization Technical Barriers to Trade (TBT) Committee.

4.1 This guide is designed for use by those who direct and fund the development of information sharing systems for the aerospace industry. This could include the Department of Transportation; the Federal Aviation Administration (FAA), including its Office of Commercial Space Transportation (AST); the Department of Commerce; NASA; or other federal or international agencies that directly benefit from increased cooperation among industry partners to improve safety and reduce the risks associated with spaceflight operations.

4.2 This guide provides the *industry’s consensus* on the requirements for a VSS-ISP.

4.3 In this guide, industry and government requests for industry consensus requirements for future VSS-ISPs and their related program(s) are addressed. Note that the specific implementation of these requirements is not directed or suggested by this guide.

4.4 The VSS-ISP programs are designed to collect, database, and share voluntarily submitted safety-related information and use that information to identify, analyze, and learn from reported safety-related events involving commercial spaceflight activities proactively, including those that may result from launch and reentry activities. These future voluntary reporting SSDS will *enhance safety*.

4.5 VSS-ISPs meeting industry requirements will produce valuable data for inclusion and consideration in existing and future safety management systems.
