This is the third edition of CSA C654, Fluorescent lamp ballast efficacy measurements . It supersedes the previous editions published in 2010 and 1991. This Standard is based on the ANSI/NEMA performance Standards for fluorescent lamps (C78 Series) and ballasts (C82 Series), with the purpose of specifying ballast efficacy limits and methods of measurement for energy conservation. This Standard is considered suitable for use for conformity assessment within the stated scope of the Standard. This Standard was prepared by the Subcommittee on Fluorescent Lamp Ballasts, under the jurisdiction of the Technical Committee on Performance of Lighting Equipment and the Strategic Steering Committee on Performance, Energy Efficiency, and Renewables, and has been formally approved by the Technical Committee. This Standard has been developed in compliance with Standards Council of Canada requirements for National Standards of Canada. It has been published as a National Standard of Canada by CSA Group
This Standard specifies test procedures and performance requirements for the efficacy of fluorescent lamp ballasts for use in fluorescent luminaires to be installed in industrial, commercial, or residential locations.
This Standard applies to ballasts intended to operate at a line frequency of 60 Hz.
This Standard covers ballasts for the types of fluorescent lamp specified in Table 1A.

The following fluorescent lamp ballasts are excluded from this Standard
