Preface

This is the first edition of CSA C700, Load-based and climate-specific testing and rating procedures for heat pumps and air conditioners. It supersedes CSA SPE-07, published in 2023, and CSA EXP07, published in 2019. CSA Group acknowledges that the development of this Standard was made possible, in part, by the financial support of BC Hydro, British Columbia's Ministry of Energy and Climate Solutions, Efficiency Manitoba, Efficiency Nova Scotia, Electricity Canada, FortisBC, Hydro-Québec, Independent Electricity System Operator (IESO), Northwest Energy Efficiency Alliance (NEEA), Nova Scotia's Department of Energy, and Québec's Ministère de l'Environnement de la Lutte contre les Changements Climatiques, de la Faune et des Parcs (MELLCCFP). This Standard was prepared by the Subcommittee on Load-Based, Climate-Specific and Rating Procedures for Heat Pumps and Air Conditioners, under the jurisdiction of the Technical Committee on Heating, Ventilation, Air Conditioning, and Refrigeration and the Strategic Steering Committee on Performance, Energy Efficiency, and Renewables, and has been formally approved by the Technical Committee. This Standard has been developed in compliance with Standards Council of Canada requirements for National Standards of Canada. It has been published as a National Standard of Canada by CSA Group.

Scope
1.1 General 1.1.1 Inclusions

This Standard applies to unitary air conditioners and heat pumps that are

  1. factory-made
  2. air-source and air-sink
  3. single-split systems with matching assemblies or single package for use in ducted and/or non-ducted distribution systems
  4. intended for space-heating and/or air-conditioning applications in buildings
  5. electrically driven, mechanical, vapour-compression-type systems
  6. rated below 19.0 kW (65 000 Btu/h) heating or cooling at standard rating conditions, in accordance with Clause 5.2
  7. and tested with a prescribed thermostat or control
1.1.2 Exclusions

This Standard does not apply to

  1. water-to-air and/or water units
  2. and heat recovery

Unitary equipment Unitary equipment within the scope of this Standard is outlined in Table 1.

1.3 Terminology

In this Standard, "shall" is used to express a requirement, i.e., a provision that the user is obliged to satisfy in order to comply with this Standard; "should" is used to express a recommendation or that which is advised but not required; and "may" is used to express an option or that which is permissible within the limits of this Standard. Notes accompanying clauses do not include requirements or alternative requirements; the purpose of a note accompanying a clause is to separate from the text explanatory or informative material. Notes to tables and figures are considered part of the table or figure and may be written as requirements. Annexes are designated normative (mandatory) or informative (non-mandatory) to define their application.
